Community Consultative Committee

The Community Consultative Committee for Moorebank Intermodal Precinct is an advisory group made up of an independent Chair and representatives from the local community, Liverpool City Council and Precinct Partners. The CCC meets quarterly and minutes of the meeting are available to read here.

National Intermodal are excited to be partnering with social enterprise Play For All Australia to sponsor two inclusive, high-back swings in Cameron Park and Lakeside Park.

Installing inclusive swings in playgrounds within the local community means that every child - regardless of ability - can play, connect and belong.

Swings in 12 local parks are currently being installed, with Cameron Park and Lakeside Park sponsored-swings active and ready for the local community to enjoy.

USEFUL COMMUNITY INFORMATION

The following information summarises the key information relating to frequently asked questions about Moorebank Intermodal Precinct (the Precinct).

CURRENT STATUS

The Precinct is one of Australia’s most significant industrial and intermodal precincts. The scale and capacity of the Precinct is an Australian first and will transform the country’s supply chain, taking tens of thousands of trucks off the road as well as lowering costs for business and consumers by providing more efficient and sustainable processing and delivery of goods.

Operations

Intermodal terminal operations commenced in 2019 with the opening of the Import Export Terminal (IMEX) and Rail Link (that connects the Intermodal Terminal to the South Sydney Freight Line); and the first warehouse operations commenced around 2020.

Approximately one third of the Precinct’s approved warehousing is now built and operational. Tenants include Qube Logistics, Catch, Federal Hospitality Equipment and ATS.

Development

Parts of the Precinct are under development with four warehouses currently at different stages of construction (as of August 2023.) The Interstate Rail Terminal located on Moorebank Precinct West (MPW) is also under construction and is expected to be operational in 2024.

Future warehouses, ancillary services and supporting infrastructure will be progressively constructed and become operational over the coming years. The Precinct is set to be fully developed into a world-class warehousing and intermodal facility by the late 2020s.

 

ENVIRONMENTAL ASSESSMENT AND APPROVALS

The Precinct was identified as a potential location for an intermodal facility in the early 2000s. Since that time, the Precinct has been the subject of multiple environmental assessment and approvals by the NSW and Australian Governments.

The Precinct is approved as separate sub-precincts, Moorebank Precinct East (MPE); Moorebank Precinct West (MPW) and Moorebank Avenue Realignment (MAR). These approvals are:

Moorebank Precinct East:

  • EPBC Project Approval (2011/6229)
  • MPE Concept Plan (MP1-0193)
  • MPE Stage 1 Intermodal Facility (SSD-6766)
  • MPE Stage 2 Warehousing (SSD-7628)

The MPE Concept Plan has been modified twice. MPW Stage 2 has been modified four times and there is currently an active modification application (MOD 5) under assessment by the NSW Department of Planning and Environment (DPE).

Moorebank Precinct West:

  • EPBC Project Approval (2011/6086)
  • MPW Concept Plan and Stage 1 (SSD-5066)
  • MPW Stage 2 Intermodal Facility and Warehousing (SSD-7709)
  • MPW Stage 3 Subdivision (SSD-10431)

The MPW Concept Plan and Stage 1 has been modified once. MPW Stage 2 has been modified two time and there is currently an active modification application (MOD 3) under assessment by DPE.

Moorebank Avenue Realignment:

  • MAR (SSI-10053)
  • EPBC Project Approval (2020/8839)

In addition, State Environmental Planning Policy (Transport and Infrastructure) (2021) provides a framework for assessing future development within the Precinct.

 

MOOREBANK INTERMODAL PRECINCT OPERATING HOURS

The approved operating hours of the Intermodal Terminal (including the IMEX, Rail Link and Warehousing) are 24 hours, 7 days a week.

 

NOISE AND VIBRATION

Operational noise from MPE (i.e. the IMEX Terminal, Rail Link and Warehouses) is managed in accordance with the DPE approved MPE Operational Noise Vibration Management Plan. This Plan describes the measures to manage potential noise and vibration impacts from operations, including:

  • Hours of operation
  • Noise limits for operating activities during the day, evening and night-time period
  • Permitted activities
  • Management and mitigation measures
  • Monitoring and reporting program

Construction noise and vibration is managed through the approved MPE S2 Construction Noise and Vibration Management Plan and MPW S2-3 Construction Noise and Vibration Management Plan.

 

TRAFFIC

Currently, operational traffic for the Precinct is managed in accordance with the DPE approved MPE S1-S2 Operational Traffic and Access Management Plan. This Plan describes the operational traffic management measures that are applied to operations across MPE, including:

  • Hours of operation
  • Heavy vehicle routes
  • Precinct entry and exit points
  • Vehicle movement plan
  • Monitoring, review and reporting

Construction traffic is managed through the approved MPE S2 Construction Traffic and Access Management Plan and MPW S2-3 Construction Traffic and Access Management Plan.

 

AIR QUALITY

Impacts on local air quality from MPE (i.e. IMEX, Rail Link and Warehouses) are managed by the DPE approved MPE S1 Operational Air Quality Management Plan. This Plan identifies the environmental management measures that will be applied to operational activities on MPW to manage identified air quality risks, including:

  • Port shuttle operations, such as minimising exhaust fumes, odours or fuel emissions
  • Dust generation
  • Air quality monitoring for nuisance dust and air emissions
  • Best practice reviews

Impacts on local air quality from construction are managed by the MPE S2 Construction Air Quality Management Plan and MPW S2 Construction Air Quality Management Plan.

 

MASTER PLAN AND URBAN DESIGN

The 243 hectare site is approved for 850,000 square metres of warehousing across MPE and MPW. Design requirements and strategies for the Precinct’s  built form and landscaping are identified in:

 

MONITORING, COMPLIANCE AND REPORTING

In accordance with its conditions of consent, the Precinct undertakes a range of monitoring and compliance activities. These include:

  • Annual Environmental Reviews
  • Biannual Trip Origin Destination Reports
  • Compliance Tracking and Reporting (Construction and Operations)
  • Independent Audits
  • Rail Operations Noise Monitoring

CONSTRUCTION HOURS

The Precinct’s approved standard construction work hours are:

Moorebank Precinct West

  • Monday to Friday: 7am – 6pm
  • Saturday: 8am-1pm

Moorebank Precinct East

  • Monday to Friday: 7am-6pm
  • Saturday: 7am-1pm

 

OUT OF HOURS CONSTRUCTION WORK

The Precinct’s construction works are generally carried out within standard construction hours, however there may be certain activities or unavoidable circumstances which will require out-of-hours work to minimise the impact to the community, road users and local businesses.  Where there is potential for these works to impact the community, notification will be provided in advance through News and Current Works and a letterbox drop to the impacted residents and businesses.
